H.E.Dr. Ezzedin Kanakriyah

H.E. Dr. Ezzedin Kanakriyah was born on September 13th, 1960 and completed his undergraduate studies in Economics from Yarmouk University in Irbid in 1984 and obtained his master's degree in Finance and Accounting from the Arab Academy for Banking and Financial Sciences in Amman in 1997 and received a PhD in Finance from Amman Arab University in Amman in 2010. Dr. Kanakriyah is married and has five children (three boys and two girls).

H.E. began his professional path in the Armed Forces as a financial accountant for the period 1984-1986. H.E. then moved to the Ministry of Finance for the period 1986-1993, where he was gradually placed and promoted on merit from a financial analyst for public treasury accounts and public expenditure, then as an accountant and analyst for the energy sector 

and oil accounts, then as head of the Department of Appropriations and Energy in the Directorate of Cash Management for the period 1993-2000. H. E. was appointed as Director of Cash Administration at the Ministry of Finance for the period 2001-2005 and then Assistant Secretary General for Finance for the period 2005-2007.

Dr. Kanakriyah was appointed as the Secretary General of the Ministry of Finance upon the Royal Decree in 2007; H.E. supervised economic files and important financial policies in the Ministry of Finance, locally and internationally with the IMF, the Arab Monetary Fund and the World Bank. H.E. also had a clear footprint on training and quality building for employees so that they become competent government accountants within the highest international standards. This was until the end of March 2012.

Dr. Kanakriyah was appointed as Director General of the Income and Sales Tax Department ISTD in March 2012. Afterwards, H.E. devoted his time for academia where he taught at Jordanian universities and to conducted studies, research and economic and financial press articles. In 2012, Dr. Kanakriyah was appointed as a commissioner at Jordan Securities Commission for the period from September 2012 to June 2014 when he was reappointed as Secretary General of the Ministry of Finance for the second time on 5/6/2014 until April 2018.

Dr. Kanakriyah was appointed as Director General of the Social Security Corporation for the period April to June 2018.

The Royal Decree was issued to Appoint Dr. Kanakriyah as Minister of Finance on 14 June 2018.

Dr. Kanakriyah represented the Ministry of Finance in several institutions and companies in their boards of directors, in which the government posses shares in, and other official committees where He participated mainly in the formulation of economic and financial policies and in the implementation of important national and international programs such as the economic and social reform program, and the Review Program with the International Monetary Fund. H.E. has a key factor in the leadership of the departments which he worked in. for instance, during his tenure as Secretary General, Ministry of Finance received the King Abdullah II Award for Excellence in Government Performance in 2008. At the Securities Commission, during his tenure as Secretary General and Commissioner of the Securities Commission, King Abdullah II for Excellence in 2013.

Honors and awards

- Dr. Kanakriyah holds the Royal Order of Independence of the second degree in recognition of his efforts in public service and excellence in business, 2007.

Establishment of The Ministry of Finance:

The Ministry of Finance was established at the time of the first formulation of the Jordanian cabinet which was on April 11th, 1920 during the reign of Trans Jordan Emirate.
The following departments were later linked to the Minister of Finance in terms of their establishing laws: Customs Department, Income Tax Department, General Budget Department, Land and Survey Department, General Supplies Department, General Sales Tax Department, Jordan Investment Corporation, and the Free Zones Corporation.

General Objectives:

·            To formulate the government fiscal policies and to supervise their implementation.

·            To orient the public investment in a manner which conforms to fiscal policies.

·            To manage the external and internal public debt.

·            To achieve integration between the fiscal policy and the monetary policy to serve the national economy through coordination and cooperation with the Central Bank of Jordan and other related public agencies.

Functions and Duties:

The Ministry of Finance assumes the following functions and duties:

1.        Planning for the implementation of the fiscal policies, following up the collection of public revenues and proceeding them to the Treasury, supervising the spending of public expenditures and organizing the accounts related to both revenues and expenditures according to the financial legislation.

2.        Managing cash flows to provide liquidity and to direct public investment according to the monetary and fiscal policies.

3.        Studying and analyzing the monetary, fiscal, and economic situations and evaluating the tax policies and procedures.

4.        Managing the civil and military pension affairs and the compensations according to their laws and bylaws, besides managing the funds of both the Social Security and Employee Savings.

5.        Studying and following-up the issues that lead to government rights or require taking legal actions in court.

6.        Preparing, developing and updating the draft financial legislation related to public revenues and expenditures.

7.        Cooperating and coordinating with the responsible authorities in preparing and following up the social and economic development plans.

8.        Cooperating and coordinating with the Central Bank of Jordan in achieving the harmony between the fiscal and monetary policies to support the national economy.

9.        Expressing the opinion and advising on draft laws, bylaws, agreements and any other subjects that generate financial obligations on the Treasury.

10.    Cooperating and coordinating with the ministries and governmental departments to train and rehabilitate the cadres in finance and accounting.
