Bidding and Referring Tenders

Considering that the competent central committees -which is formed to consider the procedures of these tenders- is constituted from experiences of various specialties and multiple administrative references, and due to some of the obstacles that arise as a result of having these projects incomplete the required conditions by the work owners; hence, if there are no obstacles arise by the participated tenderers, then the time ranges between (6 - 8) weeks.

The tenders department does not charge any fee, but the institutions, who owns the projects, charges the costs of the works tenders documents only.

On the request of the public sector institutions, the Government Tenders Department offers and refers the constructional projects tenders of technical and financial privacy, as the department has a central committees of multiple professions and administrative references from both of the public and private sectors, chaired by the General Director of the Government Tenders Department, to consider the procedures validity based on the government works system and bidding instructions then refer the tender to the most appropriate offer.

Notes

The tender procedures vary from one project to another, from whether it is an implementation or engineering services project, and how the studies and designs of the projects are valid according to the specificity of each project. Additionally, completing this service requires cooperation of public sector institutions, who own the projects, and the tenderers who want to participate in the tenders.

Procedures

1.  Invite for participating in the tender through the available means.

2. Purchase the tender documents (the tender documents of engineering services are given free of charge).

3. Apply the bid offer signed with the required number of copies in sealed envelopes, one of them must be the original version, where if a contradiction in information occurs among the copies, the original version will be considered.

4. Offer shall be deposited on time, before the deadline of depositing offers in the box provided for this purpose; it’s not allowed to receive any offers after the deadline.

5. The tenderer, who had previously deposited an offer in the tender box, may deposit a memorandum amendments of his offer or submit an alternative offer in addition to the original one, which must fulfill the tender requirements before the end date of depositing offers; and the committee studies this memorandum with the offer and if the original offer does not fulfill the legal conditions of the tender, both offers will be ignored.

6. In case the offers’ envelopes are of large-size that cannot be put in the box, then they are delivered to the secretary of the committee, who shall organize a list of them and deliver it to the committee before the offers opening.

7. If the offer is sent by mail then it must be sent by the registered mail and the offered bid must be integral and directed to the chairman of the committee provided before the deadline of depositing bids.

8. If the tenderer is a foreign company then they must mention the name their Jordanian partner in their offer or submit the licensing document of their registered office in the Kingdom.

9. Bids are opened in the presence of the concerned committee quorum.

10. Bids are referred to a technical committee for studying and auditing, to determine their conformity with the conditions.

11. The technical committee submits a report to the competent tenders committee with its observations.

12. The tenders committee considers the report submitted by the competent technical committee, where the appropriate decision, in regard, is taken and ascribed to the minister who ratifies the decision, and then the work owner is duly notified.

Required Documents

1. Names of the party who has prepared the requirements or studies and the party who will take over the follow-up and supervision.

2. The acquisition and land schemes.

3. The soil study report prepared by a party that is specialist in the works bidding.

4. The estimations of the initial cost in the works bidding.

5. The party who will expend on the project and the targeted amount of allocations.

6. The representative names of the work owner department in the competent tender Committee; the advertisement of participation invitation  includes the following matters:

6.1 The tender subject and project’s location.

6.2 Fee of the tender copy.

6.3 The categories of contractors and consultants who are allowed to participate in the tender.

6.4 The last date at which the tenderer is allowed to purchase the tender’s copy.

6.5 The funding value and its source for funded projects.
