1. (14-30) working days for granting permissions counting from the date of providing the concerned of the Directorate of Coordination of infrastructure services with the restoration guaranty, matching the certified form in the ministry.

2.(7) working days for the release of restoration guaranty counting  from the date of providing the concerned of the Directorate of Coordination of infrastructure services duly with all the above mentioned provided in clause no.(11/procedures).

Procedures

1. Registering the official letter in the bureau.

2. Transforming  the official letter to the manager to review it and convert it to the specialized department

3. The location is detected physically by the engineers of Directorate of Infrastructure Services Coordination in the presence of the directorate of works’ concerned representative,the service owner’s delegate and contractor’s delegate for the works required to be implemented within the main and secondary roads' area.

4. Determining the track of the infrastructure service, to which the contractor shall adhere, taking into consideration any future studies, technical or engineering matters concerning the ministry within the work area.

5. Concerned contractors should adhere to the provisions of the roads'law no. (24)of the year 1986 and its amendments,the clauses of the unified service permit and its amendments, the conditions, requirements and specifications of this ministry according to the generalizations and letters issued for this regard.
6. Concerned contractors should adhere to use the technology of supplying the services trench less for implementing cross-sections (if any) and using flow able concrete for the required works within the main and secondary roads' designs.  


7. Submitting a financial guaranty for granting restoration in the name of the Minister of Public Works And Housing in addition to his occupation, this guaranty should match the accredited form in the ministry. Or submitting a ratified cheque equivalent to (150) % of the cost of restoration for executing the required work within the main and secondary roads' area.     


8. The concerned director of works issues the required work permission based on a prior written consent by the General-Secretary of the Ministry of Public Works and Housing for executing the required work within the main and secondary roads' area.     


9.As for executing the works required to be implemented within the rural and agricultural roads' area, the previous procedures are conducted by the  concerned director of works , considering that the  guaranty of restoration matches the accredited form in the ministry except that the guaranties of this road are directed to the concerned director of works  and his occupation .The headquarter of this ministry shall be provided with a copy of it or a ratified cheque equivalent to (150) % of the cost of restoration.

10. Directors of works shall coordinate with the laboratory management and quality control to conduct regular quality control tests for the works of the projects of supplying infrastructure services executed within the roads' area of the ministry and the ministry’s headquarter, which shall be provided with the originals of the setests' results.   
11.The work is done by contractors under the supervision of the concerned directorates of works. After finishing the work ,those contractors submit written applications for the headquarter of the ministry to approve the initial receipt of the executed works- within the main and secondary roads' area – attached with the following:

1) Hard Copy of As-Built Drawings sealed and signed by the service owner, though another copy of these drawings shall be submitted sealed and signed by the service owner to the concerned directorates of works to be audited to ensure matching the reality, and then the ministry’s headquarter shall be informed by these directorates duly.    
2) Soft Copy of As-Built Drawings through AutoCAD system or (GIS) using coordinates matching reality. 
3)A copy of the ministry’s permission directed to the concerned directorates of works regarding the receipt of the required works.  
4) A copy of the ministry’s permission directed to the contractor regarding the receipt of the required works.  
5) A copy of the restoration guarantee regarding the receipt of the required works.    
6)  A copy of the financial receipt in case of placement by the receipt committee for conducting discounts for the concerned contractor.

12.Delegates from the Infrastructure Services Coordination Directorate are involved in the committees of initial and final receipt of the executed work within the main and secondary road' area. In case of matching the concerned work the specifications,conditions and requirements of the ministry,the restoration guarantee is released by the concerned director of works based on the approval of the committee of final receipt of the concerned works. 

Required Documents

-Submitting an official letter by the service owner stating the required works for granting the permission and the name of the executing contractor

-Submitting clear and detailed schemes signed and stamped by the service owner stating the following :  
1)  Road area borders for executing the works. 
2)The path of the required service for the road area, whereas this path is with in the last(2)meters of the road area.

3)Roads crossing the related road,barriers and other services that already exist a long the track that will be conducted with stating all the details and dimension son these schemes.
